To an increasing extent such physically handicapped persons are being treated with more consideration and are being granted rights to assure their freedom to move about productively within society, to be employed, and to fulfill their potentials. Many people are emotionally handicapped due to emotional-injury, emotional-malnutrition, or emotional- imprisonment at one or more of their passages through their developmental stages. Such emotional handicaps are just as debilitating to the emotionally-handicapped as are physical handicaps to the physically-handicapped. the victims of emotional handicaps are usually just as much the victims of circumstances beyond their control as are the victims of physical handicaps. Thus the question should be raised regarding the nature and extent of special consideration which society should give to the emotionally handicapped. Often their handicaps are occasioned by imperfections in society as a whole---so society as a whole should bear the responsibility for the consequences of it's imperfections; otherwise there will be inadequate motivation to correct the conditions which occasion emotional handicaps. Perhaps emotionally handicapped persons should be granted rights which will enable them to fulfill their potentials---and become fully productive members of society. Such rights should not be so structured as to confirm the emotionally handicapped in their handicaps--- removing any incentives to grow emotionally and so transcend the emotional handicaps. The rights should be structured so as to promote emotional growth and the transcendence of emotional handicaps. This means giving due consideration to what the handicapped persons are capable of, and helping them grow emotionally as much and as rapidly as is realistically possible. It also means giving due consideration to the rights of those who suffer due to the emotional immaturity of the emotionally handicapped persons.
