In the final analysis the total welfare of the total community must play a central role in setting priorities. An appropriate allocation of scarce resources will make it possible for handicapped persons to be self- sufficient, rather than be dependent upon friends, relatives, or community social services. Community investments in helping handicapped persons become productive members of society can be investments with significant long-term returns to the community. Such a consideration is an important one in deciding how much to lavish upon handicapped persons, and what rights to grant handicapped persons in light of their handicaps. Rights should be granted to handicapped persons in the interest of promoting the long-term welfare of communities as a whole. Failing to keep in mind the purpose of granting rights to handicapped persons---will tend to occasion perversions in the perception of those rights. Such rights should not be looked upon as the means to: a lazy life, a life of luxury; or a life without growth intellectually, emotionally, or spiritually. Rights should help members of the community fulfill their potentials---and should not be the occasion for failure to fulfill their potentials. When citizens use rights granted to them as a means of avoiding their working on fulfilling their potential---then th rights and the means to granting those rights must be examined. Granting some people certain rights inevitably costs somebody something. Care needs to be exercised to see that there is justice in the distribution of the costs of granting rights.
