Not everybody can be free to do whatever they choose, regardless of how it threatens personal and communal integrity. In some communities, some dominant people who are preoccupied with issues of control, generate a repressive pattern of assumptions, beliefs, convictions, attitudes and practices which effectively undermine the possibility of people honestly describing their experiences, desires, dreams, hopes, aspirations, fantasies, needs, etc. A community dominated by individuals preoccupied with issues of control and conformity cannot make well-informed decisions ---because critically important information cannot flow freely through open and honest dialogue which entails personal vulnerability. People are not secure in the sense of being free to be safely vulnerable. People are constantly either being threatened, or are "on the defensive," resulting in repressed communications.
