In some cultural contexts, initiatives are perceived as presumptuous and arrogant; roles are rigidly defined by tradition, birth election, appointment, and cultural forces. In other cultural contexts initiatives are expected and welcomed. Personal creativity is rare in repressive and prescriptive contexts---and so the status quo persists. Personally creativity is common in open and affective contexts---and so growth occurs. The static stability is less demanding and meaningful---than is the dynamic stability of a growing culture. The growing community must deal with ever changing problems. The static community "knows" what all the "problems" are and what all the "correct" solutions to them are without attending to environmental changes. Initiatives may be technical or personal in nature. Technical initiatives and developments are more easily perceived by some people than are personal initiatives; and vice versa. Personal initiatives pertain to the development of novel new kinds of personal relationships. Technical initiatives pertain to the development of novel new kinds of technical relationships. Some cultures repress one kind of initiative---and encourage the other kind; others do the reverse. Each culture has a tolerance level for the degree of departure from the traditional, and initiatives which exceed that tolerance level tend to be inhibited. Some cultures are highly tolerant and promote growth, other cultures are highly intolerant and inhibit growth. Some are balanced as to the kinds of initiatives which are tolerated, others are unbalanced; tolerating one kind of growth in preference to another kind of growth. Some cultural contexts fabricate opportunities for initiatives and insert persons into well defined initiator roles. Initiatives are permitted within well defined roles, and are punished outside the well defined roles. Roles are not fully defined, but are partially defined. One way to stifle creative people is to fit them into roles which appear to provide opportunities for initiatives, but which really repress the feared kinds of initiatives which the creative people are capable of.
