Legalists are dishonest in these regards and administer collusion games of mutual self deception. The perversions of legalism are more severe within institutions which seek to be known as centers of moral excellence; e.g., religious orders, schools, churches, colleges, hospitals, and other service organizations that depend upon public respect for their support. Such institutions tend to become perverted by secular expectations of moral excellence which are encouraged by conformal legalists. Legalists within such institutions tend to promote moral excellence as a positive quality---in terms of which to seek secular support. Promoters of moral excellence must cope with human rebellion against legalistic attempts to control human behavior. Healthy people rebel against controls, and become alienated, sinful. Other factors contribute to alienation/sin. Conformity to moralistic rules does not come naturally, and moral excellence is "won" through coercion at a high price; the loss of honesty and openness. Sin/alienation is the price that is paid for moral excellence. Administrators of morally excellent institutions feel a responsibility to maintain the image of the institution as morally excellent institution in order that that image may be used to elicit support from secular moralists. For this reason honesty and openness are not high priority virtues. Such administrators are not ultimately concerned with promoting open dialogue or penetrating listening which might expose violations of the law of Love. The administrators feel a responsibility to maintain the image of moral excellence, regardless of the reality. Any member of the community whose moral non-conformity comes to light must be punished/excommunicated to maintain the image of moral excellence---even if justice and love must be sold into bondage or murdered to buy the power to maintain that image of moral excellence. Thus the procedures for promoting moral excellence are neither just nor loving, no matter what the image makers try to dress them up as. Lovers, however, can see through to the naked truth.
