        %POWER POLITICS CONFLICT RESOLUTION CONTROL 930514

     In  power  politics  powerful  people  overwhelm  the
objections of less powerful people regarding the decisions
and  actions which are favored by the powerful people.  In
power  politics creative conflict resolution in the  style
of "GETTING TO YES", "GETTING TOGETHER"  and "GETTING PAST
NO" are not the "order of the day".

     Power politics may be exercised by means of economics
by businessmen who dominate political procedures as in the
traditional respected forms of colonialism  and many forms
of "conservatism"  which  conserve the welfare of powerful
businesses.

     Power politics may be exercised through legal uses of
parliamentary and legislative procedures within which  the
interests  of the powerless  minorities  are  inadequately
represented and inadequately considered.

     Power politics may be exercised through illegal  uses
of  parliamentary  and legislative  procedures  which  are
masked with appearances of respectability.

     Power  politics  may  be exercised by use  of  veiled
threats of various forms of abuse and violence.

     Power politics may be exercised by overt physical and
psychological violence.

     The  latter forms of power politics are rooted in the
former  forms of power politics---and so in the failure to
value, affirm, study, and put into practice the known WIN-
WIN ways of resolving conflict so as to minimize all forms
of power politics.
