%PATTERNS AS VALUES 810100 Any pattern which significantly influences the allocation of a scarce resource is a value. The pattern may be: a system of injunctions, a moral code, an ethical system; a traditional pattern of emotions, thought, desires, fears, behavior, etc., and intellectual system, a belief system, an institution, a sub-culture, a professional organization, etc. The manner of influence may be deliberate of accidental, overt or covert, conscious or sub-conscious, etc. The allocation may take place through private or public ways, political or market- place procedures, or in any other way which sets priorities among competing claims upon the scarce resource. The scarce resource may be in the private or the public domain, it may or may not be recognized as scarce, it may be physical or non-physical, objective or subjective, inanimate or animate, etc. Values pertain to worth, worthiness, importance, prioritization, exchangeability.
