People and nations that trust each other feel safe being vulnerable to each other, sensing that neither is likely to try to take advantage of the other's vulnerability in any manipulative/alienative way. Trust is not rooted in promises. We do not trust other people's promises if we do not trust them. Promises are worthless in the absence of trust. Promises do not create trust where trust does not already exist. We may "trust" people because we believe that they will not try to take advantage of us in any manipulative/alienative way---due to the threat of sanctions/punishments. Such trust is not as profound as trust which is more deeply rooted in healthy relationships in the absence of threats of sanctions/punishments. Elemental trust is rooted in the fear of the loss of elemental trust if it is violated. The person who has violated elemental trust in a manipulative/alienative way to gain a personal advantage---has thereby shown a lack of concern for nourishing elemental trust. It is not prudent to trust such people in an elemental way until they have given unquestionable signs of a sustained interest in nourishing elemental trust in a non- manipulative/integrative way; a way which seeks genuine reconciliation in a sacrificial way. Elemental trust is not "won" as part of a "deal". Elemental trust is won through sacrificial love in integrative relationships which create social contexts in which it is safe to be vulnerable. Trust is destroyed by lying, cheating, misrepresentation, misleading, deception, evasion, collusions and other disintegrative behaviors. In the absence of elemental trust it is often prudent to develop constraints which minimizes the kinds of behavior which destroy elemental trust. Social and legal sanctions do not create elemental trust; they do work to minimize the destruction of elemental trust. However, the technocratically compulsive imposition of social and legal sanctions can be so alienative and disintegrative as to undermine the possibility of the nourishment of elemental trust. It is important to so act as to leave open the possibility of the creative nourishment of elemental trust by real persons who can with personal and communal integrity do so in non-technical ways which transcend distrust.
