Motivations are not objective realities; they can not be studied and confirmed in objective ways as can objective behaviors. Motivations which are inferred from objective behaviors are theoretical constructs which may, or may not, correspond to real subjective motivations which do not reliably yield to objective study and analysis. Subjectively shared motivations, as known by Jill when Jack seeks to share his motivations, may, and may not, correspond to the theoretical constructs and/or the subjectively real motivations. Jack's perception/consciousness of his own motivations may be yet another reality, etc. It is important in developing national science policy for political leaders to understand, with as little bias as possible, the nature of scientists' motivations. Scientists own explanations of their own motivations and logic are characterized by specific kinds of bias, due to their being scientists in search of support and affirmation. Politicians need to understand and keep in mind that scientists in search of support and affirmation are not behaving objectively or without bias. In such behavior they should not be respected as if they were behaving objectively. Scientists are people who are motivated by the personal need for belonging, affective support and communal affirmation. To minimize the bias with which scientists participate in communal decisions and actions they need to learn how to understand the nature of their own motivations, recognizing that they are motivated by subjective personal considerations. For scientists to be unaware of their own subjective motivations is to be biased and misleading in decisions and actions. Ignorance is not a reliable foundation for making wise decisions. Only through subjective considerations can scientists become mutually aware of and share a common understanding of their motivations, beliefs, hopes, aspirations, visions, etc. as regards their professional work.
