     To  the  extent that personal and communal  integrity
are promoted by the behavior of people who embody  certain
values,   goals,   ideals,  etc.---they  are   integrative
values,    goals,    ideals,   etc.     The intentions  of
the people are not primary.   Their effects upon  personal
and  communal integrity are a  better  basis for  judgment
than   are  their  intentions,    theoretical predictions,
or  expectations.   Values,  goals,  ideals,  etc.   which
undermine    personal  and  communal  integrity  are   not
respectable,   they  are not worthy of  respect.    It  is
dangerous  for members of a community to respect  or  show
respect  for  values  which  threaten  to  undermine   the
integrity  of their community.   Short term gains will not
