It is perverse to ignore the difference between the first and the second kinds of fear, and even more perverse to promote the second kind of fear as a means to control people. Such attempts to control people tend to destroy the community in whose service the attempts are made. Communal rejection of some members of the community inevitably undermine community. No member of a community is a safe member if any member of the community can be ultimately rejected. A community is safe only if membership in community is beyond question; anti-social behavior being dealt with within community, not by rejection from community. Once a community begins to use threats of rejection from community as a means to control members of the community---a degenerative process begins.
