They feel that their superiors have given instructions to that effect, even though there has never been any formal action taken to give such instructions to the administrators, and such instructions have not in fact been explicitly given. Often the victims of such violations of privacy accept the "reality" of such implicit instructions. Such victims do not point out that the administrator's problem is occasioned by administrator's assuming responsibilities which have not been imposed explicitly upon the administrator. What administrators have been given (in a legal way) the explicit responsibility to monitor and influence the private behavior of employees? If an administrator arrogates such a responsibility it is helpful for the victims of the invasions of privacy to ask the administrator whether superiors have in fact instructed the administrator to monitor and influence subordinates' private lives. Asking that question may in fact solve the administrator's problem by freeing the administrator of the sense of responsibility to monitor and regulate private lives. Properly asking the question may make the administrator hesitant to try to monitor/control private lives without formal and explicit instructions from superiors who are willing to answer to charges of violation of constitutional rights. If the administrator can be set free of the sense of responsibility for subordinate private behavior --- then the administrator will not have a problem occasioned by allegations of improper behavior on the part of subordinates. The administrator tries to solve his/her problems. If the private behavior of subordinates is not a problem to the administrator --- then the administrator is not likely to get involved in it in any way. If the victim of a violation of privacy accepts the presuppositions of the administrator who brings charges, then the victim is engaged in a losing battle. The victim and the administrator become wedded in a process of generation of guilt and alienation. They must act out a drama according to an implicit script which they are not free to examine critically. Their behavior tends to be collusively reflexive, rather than thoughtful and helpful.
