Teachers who are constantly supplying questions and answers--- discourage students from asking their own questions. Dealing with questions supplied by teachers does not help students learn how to formulate their own questions---they learn only how to deal with questions supplied by teachers. In addition the students may be taught that they are incapable of formulating their own question, or that they should not formulate their own questions, or that it is a waste of time to try to do so, etc. Teachers may teach students that in the interest of efficiency students should always look to teachers to tell them which are the important questions. Teachers thus teach dependency, and enslavement to authorities. Such teachers lay the foundations for authoritarian systems, including dictatorial ones. Authoritarian systems have reason to inhibit the formulation of questions by students. Thus what may have been thoughtless inhibition of questioning---lays the foundation for intentional inhibition of questioning. Students need to be encouraged to formulate their own questions. In addition they need to be encouraged to evaluate the relative importance of different questions which they formulate---in comparison to questions which have been formulated by others. Further, students should be encouraged to formulate the criteria in terms of which to evaluate the relative importance of all the questions. The criteria they formulate should be compared to the criteria which other people suggest. Immature/insecure teachers may cast themselves in an authoritative role as supplier of answers to questions. If their self respect depends upon having all the answers to all the important question---they will be threatened by students who presume to formulate new questions--- questions to which the authoritarian teacher may not have answers with confidence. Such an insecure teacher will tend to discourage their students from learning to ask questions---for fear that the students will ask questions to which the teacher does not have "correct" answers.
