Arrogance is bred by exclusivity which blinds the arrogant to the values which they judge to be technically impractical. Arrogant people are often passing technical judgment upon others' values---rather than examining the conflict between their own values and others' values. Technical judgments beg the question regarding the values which the techniques serve. Making decisions about values is not an essentially technical activity. We are in peril when we sit idly by and watch technocratic experts undermine what we value, just because they are "professional", "specialists", "smart", "educated", etc. leadership in affirming values ought never be left to technocrats---for they worship techniques and obscure value conflicts in the name of being "objective". In their subjective ignorance they vest their arrogance in cloaks of objectivity and consider it to be good because it is exclusive.
