Technical errors can be very costly in human terms in many situations. In such situations tolerance of sloppy work is not in the public interest. Technicians in such situations are granted much power and steps need to be taken to insure that they do not abuse that power because of incompetency, negligence, or malicious intent. Thus, the certification of technicians is a political act of significance to the general public that may be the victim of technical incompetence. Technical INCOMPETENCE is the result of lack of ability and/or inadequate application of that ability. Educators and trainers have the responsibility of helping people with appropriate abilities apply their abilities so as to gain the technical competence that is needed and sought. As educators and trainers they have the responsibility to maximize prudent learning. Intolerance for errors in the learning process can inhibit further learning. The student who is put-down for making a mistake may become so inhibited as to be unwilling to venture enough to continue learning. Thus, INTOLERANCE for errors is not an effective component of good education and training. Yet, in the educational process INTOLERANCE has an important place, in order to encourage students to learn from their mistakes, and not be so up-tight as to be unable to learn. When the educator is asked to serve in the capacity of certifier of technical competence of technicians, a conflict of interest is created. Since the certification is a political act of import to the general public, the certifier must enforce high technical standards, and be intolerant of incompetence. Yet when the certifier then moves back into THE role of educator, the certifier may carry back into the educational process an INTOLERANCE which is debilitating, and promotes the kind of INCOMPETENCE which INTOLERANCE is designed to weed out. The union of conflicting roles thus is not in the public interest. The above indicates the need for the separation of certification from education in at least some instances.
