The approach is predicated upon the assumption that instinctive behavior guided by non-technical love is not worthy of the trust of sophisticated people. Legalism does not recognize the power of love to helpfully guide human behavior in intimate relationships, and thus tends to violate human privacy in attempts to control human behavior in a good way. Laws, rules, regulations, policies, etc. tend to be most appropriate in group situations in which a collection of individualistic well intentioned but uncoordinated behaviors occasion serious difficulties. Not all collections of wise decisions add up to wise corporate behavior. Laws are necessary when instincts and love do not provide adequate coordination between interacting members of a large group. Laws are often counter productive when they are imposed in a small group. Laws tend to be counter-productive when they are imposed upon situations where instincts and love offer adequate guidance. Legalists tend not to recognize the situations in which laws are not helpful, and where in fact they are often counter-productive. Legalists should be asked to articulate their ultimate concerns; what is it that they seek to accomplish by means of laws, rules, regulations, policies, etc. If they are unable to articulate the desirable ends which their means are supposed to serve, and how their means serve those ends; they perhaps have let the means become their ends. They may have become idolaters worshiping the legalistic means as gods which are eliciting their ultimate concern. Mature legalists thus tend to be idolaters who are not emotionally mature; they are mature in the sense of having fully developed their technocratic approach to life. They focus compulsively and religiously upon techniques, because they do not trust non-technical solutions and modes of coping. Legalists can not be regulated by legalistic means.
