Rights are perceived as possessions vested in individuals---which may be taken away for legitimate cause, or perhaps denied illegitimately---stolen. Some people may enjoy such possessions as a matter of privilege---having been given them by a powerful individual. Possessions given by one person to another as individual to individual are not perceived as rights. Rights are privileges given to individuals by the society because the individuals fulfill certain qualifications. Those qualifications may include proper parentage, ownership of land, skin color, cultural heritage, sex, sexual preference, education, election, etc. The rights are owned (permanently or temporarily) by virtue of qualification. In the American tradition citizens qualify for rights of privacy, assembly, communication, petition, due process, representation, etc. Due to the possession- oriented character of the society many of these universal rights are viewed as individual possessions to be protected through initiatives of individuals and voluntary associations. While the government will initiate actions against robbers, rapists, murderers, extortionists, etc.; the government will not as a matter of course initiate actions against those who deprive citizens of their civil rights. Individuals must protect their ownership of rights to free speech, press, due process, etc. Such rights are not viewed as communal property to be communally protected. It is an individual's rights which are violated according to the traditional perception---not the structure of the community which is violated. Because of this perception individuals have the responsibility to protect the structure of the community---governmental agencies do not have the responsibility to protect the structure of the community by sustaining the basic rights which make community possible. So long as this ownership perspective persists those entities most concerned with ownership --- the corporations --- will dominate the structure of the community, violating the rights which make community possible when it will profit them to do so.
