By promoting caution it encourages traditionalism---conservatism of a negative sort. Fearful people are not free to try new ways, to be renewed. They become prematurely old, trying to cope via methods which were adaptive to an earlier ear, but maladaptive today. Fear flows from emotional immaturity, uninformed concerns, and abmiguous hazards. People who would manipulate others through fear thus seek to inhibit emotional growth, to suppress information, and to generate ambiguous threats. Thus they gain a short-term advantage. In the long-term fear breeds alienation, frustration and violence. The inhibitions which fear produces generate tensions between personal needs and internalized external demands. Such internalized conflicts between personal needs and external demands---undermine personal integrity so that the violated personality can not relate in the I-Thou modality---and so degenerates into violent I-It relationships. Thus fearful people tend to be inclined to operate exclusively in the objective modality as technocrats. In the end the tensions which fear occasions are released in either violent action or in loving relaxation. Love casts out fear, transcends inhibitions and promotes reconciliation. Love promotes emotional growth, a free flow of information and perceptions, and clarity about risks and trust---in an emotionally fail-safe context. Tensions are relaxed by love, frustrations are resolved; people, animals, plants, and resources are not violated. The warm feelings of love are not love itself; but a fruit of love which is dedicated to openness and meeting other peoples' needs in accordance with their desires and in support of their integrity. The most powerful fear is the fear of fear. When people learn that fear is intolerable---they will violate themselves in order to avoid the conditions which they fear will arouse fear in them. Technocrats find this fear of fear much to their advantage, and promote it in subtle ways. In order to promote such fear---love must be undermined, for love casts out fear.
