Our society has excelled in trying to use technocrats' solutions to its problems. The advent of science with its mechanistic understanding of processes has made this possible, but not necessary. It is modem men who have chosen to use technocrats' solutions to human problems, even at the price of developing cosmetic solutions rather than real solutions. The scientifically trained have too rarely retained the human sensitivity of their childhood. Thus, when public leaders consult scientifically trained individuals the scientists are likely to have recommended a variety of technocratic solutions to human problems, but rarely are any non-technocratic solutions recommended. Thus the decision makers choose from among technocratic solutions, not from among technocratic and non- technocratic solutions. Is it any wonder we have developed a technocratic society? The inner city is an unpleasant place to live. How to solve the problem? Live somewhere else and commute into the inner city to work! Technocrats are eager to supply a variety of technocratic solutions from which to choose, e.g., individual automobiles, various patterns of highways, various forms of mass transit. Why not work on making the inner city a livable place? Because technology alone can not supply the means. We need non-technocratic solutions to human problems: the elimination of corrupt government, the reduction of human apathy, the elimination of racism and ethnic prejudice, transcendence of old myths, re-grounding our economic system, etc. The technocrats presume to offer us solutions which would enable us to avoid dealing with these painfully real problems, picturing a utopia without suffering and sacrifice --- and so without satisfaction and meaning. The nation needs a new science education tradition which encourages scientists to maintain their childlike sensitivity, which prepares political leaders to ask new questions of technocrats, and which helps citizens recognize which problems are purely technical in nature; and recognize that some problems are essentially human and so call for non-technocratic solutions.
