Their systems are oflimited value because there is not incarnate within the sytem validating elements which can distinguish valuable, from non-valuable information. Another difficulty with the technocratic systems of information distribution is that they are essentially passive until they are interrogated by someone, or on behalf of some one, who has indicated a desire for certain types of information. The stytem, becauase of its design, can not take an initaitive to perceive that a certain individual who has not interrogated the stytem with regard to certain information, is in need of that information. The system can not attempt to break through a person's defensive system of collusions which exclude much needed information. Thus, individuals are emprisoned in a situation in which they are likely to learn only the kinds of things that they choose to seek out. Thus they are unlikely to gain new perspectives, as often as they might need them. If, rather than a technocratic information distribution system, there was a humane information distribution system, the situation would be different. Suppose that each person had a sense of responsibility to call to the attention of a reasonable number of others, information perceived by self to be of likely value to others. Suppose that each person had a sense of responsibility to make known to others what kinds of information each would appreciate having brought to their attention, and the kinds of problems on which they were working. Were this the case, then the elements of the information management system might meet each other half way in a humane information distribution process; or more than half way in either direction --- offering or seeking. A humane information management system in which the incarnation of information plays the central role, would avoid many of the problems generated by technocratic information management systems, which have no sense of value, and lead to an accumulation of unused facts; rather than to the maintenance of wisdom in a humane society. ==========================================================
