In their development of the organizational structure of the society---technocrats do not highly value treating persons as real persons. Persons are viewed as interchangeable parts in a complex machine. What is important about a person to a technocrat is the roles that person can play; where they can fit in machine and then be ignored--- because they work so well. Real persons are not regarded as a scarce resource, because from within the technocratic state of consciousness---real persons are a non-existent resource. They are unknown. Attention is directed to the known resources: money, manpower, skills, knowledge, information, raw materials, land, minerals, time, energy. These are to be used, abused, and maybe even conserved. People are characterized by where and how they were trained and what roles they can play. What is important about a person is where he can fit into the machine. For this reason techniques of characterization are developed which represent persons through ensymbolment. A person is the list of characteristics which indicate where he or she can fit into the machine. Other realities are irrelevant. When people in a technocratic society are treated in this way they are the victims of bureaucratic violence. The bureaucracy, in order to fulfill its role in the organization structure of the society, must treat persons as things which are to be manipulated. For this to be possible it may be necessary to understand them in an objective way, and so persons may be studied with the aid of scientific analysis. They may be asked to put marks questionnaires which are parts of studies which reveal the unexamined assumptions of those conducting them, but only to those real persons who are free to see the truth. Absent from such communications are the rich possibilities of dialogue and intimate relationships. The awareness of a person as seen by self in dialogue---is out of range. Thus real self-awareness and self- evaluation rarely play a role in a bureaucracy. They can not be processed by a machine/person which can not relate to real person. Thus the machine continues to operate without them or their guidance, and the technocratic society becomes intensified. (c) 1999 by Paul A.
