It is futile and wasteful of communal resources to attempt to so resolve such dilemmas. The real dilemma is to know how to be wise enough to recognize what dilemmas can/cannot be resolved through such attempts to be in control. If we are wise we will seek to find honest ways to respond to dilemmas, ways which do not entail attempts to control what cannot be controlled. Good intentions in legislation, law enforcement, legal procedures, judicial procedures, and other attempts to control the destructive behaviors of non-conformists is not enough. We need to have a sympathetic understanding the the roots, reasoning and logic of the people whose behaviors we find distressing. We need to be in open and honest dialogue with them if we want to helpfully influence them toward integrative patterns of attitudes, thoughts, feelings and behavior. Any efforts to control them will alienate us from them and undercut the possibility of us constructively influencing them through open and honest dialogue. Many highly respected efforts to resolve communal dilemmas are at root efforts to control destructive non- conformists---and so the efforts alienate the well- intended people who initiate such efforts, from the people whom they seek to control. Such efforts are similar to addicts' efforts to find ways to fix what is wrong with personal lives. Communal efforts to fix what is wrong with the communal life---which are patterned after the efforts of addicts to fix what is wrong with personal lives---are doomed to failure. Yet, addicts are not into dealing honestly with failures, not into learning from failures; and so they repeat mistakes and respect repeated mistaken efforts to resolve dilemmas through alienative procedures.
