Some person is in charge of the management of the pieces. The machine with levers, wheels, gears, rods, push buttons, and their like is the prototype of the engineering/scientific accomplishment. The engineering/scientific PARADIGM may be transferred over into personal and social realities; as in "social engineering", "business management", "political advertising", "product selling", etc. Those people who live with the engineering/scientific PARADIGM in their hearts and blood see other people, personal relationships, and communities as parts, pieces, raw materials which are available for management in a construction process. The primary questions are: what should be constructed, by whom, under whose control, to whose advantage, in what way, using what materials, where, when, etc? The alienative costs of transferring the engineering and/or scientific paradigm into the realm of human relationships are not perceived, considered, or viewed are relevant. It is futile to try to use the engineering and/or scientific paradigm as the basis for assessing the cost/benefit ratio of transferring the scientific and/or engineering paradigm into the realm of personal relationships; for the assessment is thereby bound to be biased. Honest technology assessment must transcend the paradigm of technocrats. "Objectivity-in-assessing-the alienative-costs-of-the-transfer" is an oxymoronic verbal construction. To assess the costs of the transfer we must transcend the scientific and/or engineering paradigm. Such transcendence is not the specialty of scientists and engineers.
