As all addicts do, technocrats use dishonesty as a technique to hide the nature of their addiction. As all addicts do, technocrats seek to manipulate other people so that they are not free to speak their mind or publish their perceptions of the nature of technocratic fixation and services. Technocrats do violence to constitutional rights, to freedom of assembly, speech, publication and petition. Technocrats find clever ways to undermine those freedoms in hidden ways, which cannot be adjudicated in formal court proceedings. Technocrats welcome criticism which remains within the boundaries of their technocratic paradigm; e.g., criticisms as to which technology will most efficiently solve a dilemma which they have defined to be a technical problem. They welcome discussion as to which technocrat should be hired to be the expert who is paid to solve the dilemma. They do not welcome exposure of the dishonesty of their definition of a problem in a situation which is not a technical problem, but rather is a human dilemma. Technocrats do not welcome exposure of their dishonesty, o their lack of integrity, or of the incoherence of their paradigm. Technocrats are addicts who demonstrate significant technical skills, knowledge and sophistication; but are ignorant and/or dishonest about the limitations of their skills, knowledge and sophistication. They present themselves as able to achieve for themselves and others that which is impossible to achieve through technical procedures. Such presentations are not made directly; but by indirection. They subtly lead others to expect more of the technical procedures than is wise to expect of technical procedures. Technocrats, like all addicts, generate confusion about th possibilities of the use of fixes. Things, people, relationships, procedures, possibilities and impossibilities are fused together in confusion, so that it is impossible to tell the difference between techniques for solving technical problems, and wise responses to human dilemmas which do not call for technical solutions. Technological assessment which is carried out by technocrats serve the dishonest purposes of technocrats. It is folly to hire technocrats to carry out technological assessments of the relative merits of various proposed technical procedures. Because of the nature of their system of beliefs, their paradigm, they cannot be honest about the limitations of all technical procedures, and so they tend to focus upon the relative merits in their eyes of celebrating various technical procedures without regard for the context of the celebration, who will pay for it, or who will benefit from the technocratic celebration, and who will suffer.
