The evaluation of techniques and technologies is not a technical process. The process of wisely assessing the use or abuse of a technique or a technology is a reflexive process, which by its essential nature cannot be objective. Where a technique or technology leads to depends just as much upon the approach of the users and beneficiaries, as upon the details of the technique or technology. Whether the use of the technique or technology leads to tragedy or integrative fulfillment depends upon the nature of the relationship between the users/beneficiaries and the technique or technology; not merely upon technical details which are objective and independent of the users and/or beneficiaries. There is danger in people approaching any technique or technology as a fix, in the manner of an addict who is compulsively fixated upon finding some manipulative technique or technology by which to fix what the addict feels is wrong with her/his being who she/he is. Techniques and technologies cannot fix dysfunctional human lives/relationships; no matter how sophisticated, informed, scientific, resource-consumptive, or modern may be the techniques and technologies. The addictive manner of approach to a technique or technology will often occasion the use/abuse of it, and lead to tragic consequences. The consequences of the use of techniques and technologies do not originate within the nature of the techniques and technologies. The consequences of the human use of techniques and technologies cannot be predicted and controlled on the basis of technical knowledge of the techniques, technologies, and objective laws of nature. The consequences are rooted in the nature of the humans who approach the techniques and technologies, as much as in the technical details of the techniques and technologies. The behaviors of humans who use and abuse techniques and technologies cannot be fully understood, predicted or controlled; so it follows that the consequences of their use of techniques and technologies cannot be fully understood, predicted or controlled. To presume a higher level of understanding, prediction and/or control than is possible, is likely to be part of a collusive game of technocratic mutual self deception. (c) 2005 by Paul A.
