Non-technical problems are problems which are perceived as involving objective realities and relationships as well as conflicts among ideals, needs, desires, fears, etc. among people who are the embodiments of and embodied in the conflicts. Technical problems are solved with little or no conflict among values, ideals, desires, fears, peoples, etc. Non-technical problems involve conflicts which are resolved only through integrative consideration of conflicts among numerous ideals, values, needs, desires, fears, etc; with due consideration also given to objective realities and relationships. Expert technocrats have been trained to solve technical problems by the consideration of only objective realities and relationships. Technocrats often create and are central to non-technical problems which they do not perceive and are not qualified to resolve. The political power to "solve" technical problems without due consideration to conflicts among various values, ideals, desires, fears, etc. creates non- technical dilemmas to which there are no technical solutions. Expert technocrats cannot solve such dilemmas because they have been trained to ignore the non-objective aspects of each situation. The more intimately a problem involves intimate human relationships the more likely it is to be a non-technical dilemma which can not be solved through primarily technical means. Such personal dilemmas often do entail objective aspects which can be addressed through purely technical means. Insensitively addressing such aspects in purely technical ways will often aggravate the overall situation because dealing with the objective aspects without due consideration to the associated conflicts in values and ideals only heightens the conflicts which are the essence of the situation. The persistent dilemmas of the technocratic world are non-technical dilemmas which are being addressed in primarily technical ways. The following words suggest such dilemmas. MALNUTRITION POPULATION INSECURITY DEFENSE HOUSING EDUCATION ENERGY SEX RELIGION TERRORISM GREENHOUSE OZONE WEAPONS IMPRISONMENT ALCOHOL DRUGS ADDICTION CODEPENDENCE DISHONESTY VIOLENCE EROSION FLOODING STORMS DROUGHTS CRIME CORRUPTION INFLATION DEBTS DEPLETIONS POLLUTION EXHAUSTION CONFUSION REJECTION SPECIALISTS EXCOMMUNICATE CULTS These are not isolated technical problems. They are intricately interconnected not-technical dilemmas which involve most of the conflicts among values and people that plague the modern world. Technocrats are not qualified to solve such dilemmas because technocrats have been taught to ignore conflicts among values and peoples. To deal wisely with these conflicts and dilemmas we must learn to perceive them as intricately inter-related patterns of conflicts among values, ideals, desires, needs, and conceptual paradigms for dealing with them; and to approach them with conflict resolution skills as well as knowledge and skills which are more technical in nature.
