     Collusive  communities repress actions which threaten
the games of mutual self deception of the leading  members
of  the  communities.   Possible  actions  are  themselves
repressed;   made  taboo,  illegal or regarded  as  highly
improper.      Where   it   is not practical  to   prevent
actions,   the actions are robbed of their symbolic  value
and  meaning by the generation of confusion  and  contexts
within   which the actions'  symbolic value  and   meaning
are obscured or reversed.

     Some  actions are not by the nature of the actions  a
threat  to anybody;   yet the actions may point to  truths
which collusive communities cannot  tolerate.   The threat
to  the collusive community lies in the revelations  which
the  actions  occasion.     Calling  attention  to tabooed
truths     can    not  be  tolerated  in   a     collusive
community.   Actions  which point to tabooed truths cannot
be  tolerated in  such a community.   Such actions must be
prevented  or re-interpreted.

     Collusive  communities  cannot  articulate  why  some
actions should not be tolerated;  for the articulation  of
the  reasons  would expose the collusions  which  must  be
kept  concealed    to    retain   their  power.       When
people  insist    on performing  actions  which  point  to
threatening truths,   the colluders   move to obscure  the
truths  with confusion  and re-interpretations.        The
threatening   actions   may  be      interpreted        as
signs     of     foolishness,   immorality,     ignorance,
instability,  insanity,     etc. The people who engage  in
such  actions  are   deprived    of  respect   and  formal
power.      The significance of   their actions   is  thus
confused  by those  who   control   the contexts    within
which the actions occur.

     When   it   is  not  possible  to  control   people's
behavior,colluders   find  ways  to  control  the  context
within   which  people's  behaviors  are  interpreted  and
given   meaning   by the members of the  community.     By
controlling  the  context it  is possible to  obscure  the
truths to which threatening actions  point,    and  so  to
maintain  the   power   of  the collusion to  conceal  the
truths to which it does violence.

     To  help  transcend  the  violence  of  a   collusion
creative   people  need to help each other to see  through
the   ways  in  which  collusions  obscure  the  truth  by
manipulation  of  contexts  within  which  decisions   and
actions   might  threaten  to  expose  the  taboo  truths.
Creative  people need to find new ways to provide  images,
visions,    role models and  conceptions of a community in
which   both  personal  and  communal    integrity     are
valued    above    conventional conceptions  of  propriety
which  can  be  manipulated  by  games  of   mutual   self
deception.   This is as much the task  of artists    whose
images    can    break   through    verbal  manipulations,
as  it  is  the  task  of  those  who  work   with  verbal
