In the realm of high technology many people expect that scientists and engineers can do as music composers, novelists, movie makers and science fiction writers do. Uninformed non-scientists are uninformed about the laws of nature which are eternal and absolutely can not be broken. They can not conceive of a law which can not be broken. Their science teachers failed them, and did not help them to come to recognize and become familiar with unbreakable laws of nature. In the realm of human law-making it is common knowledge that virtually all man-made laws have been broken repeatedly. If human laws are so universally broken it is nearly inconceivable to many that natural laws could exist at all times and places whose nature is that they are never broken and that not even the most creative scientists can discover ways to break such laws. Thus uninformed people expect that scientists can discover ways to break such laws. Thus uninformed people expect that scientists and engineers can make real equipment which can fulfill the design specifications of a President who wants to make some existing equipment obsolete and impotent. Modern scientific advances make most equipment obsolete in the normal course of modern events. It would seem obvious that clever scientists could use their creative abilities to deliberately make feared equipment obsolete and impotent! Especially if the pay for doing so is great enough to bankrupt the nation! Under these circumstances it seems obvious that any person who says that it is impossible to make intercontinental missiles with hydrogen bombs to be obsolete and impotent must be a fool, traitor, or both.
