A value judgment leads some people to try to be completely objective in their design and grading of their tests. As a result they do not encourage their students to learn what can not be tested for and graded objectively. Value judgments are involved in deciding which topics to emphasize or exclude from tests, and by what procedure to make such choices. To randomly select the items from a collection is to pretend that they are all are of equal importance. To refuse to tell students what is highly valued--- is to affirm that students who can guess (and study) what the professor will put on tests---should be rewarded; regardless of the material's relevance to the students. Or else it is to affirm that students who sacrifice their balance and integrity to try to learn everything which might appear on the test---should be rewarded. Which is the better? To decide that only very few students should pass the course regardless of the overall level of performance of the whole class---is a value judgment; even though it is hidden in the design and grading of tests designed to "maintain high standards" through objective testing. so also is the reverse decision---to stroke students with easy grading standards; even though that decision is hidden in language which obscures the nature of the decision. Objective testing is usually more pretentions than real. Professors need to give up their compulsive need to pretend that they are being objective. Professors need to openly affirm the value judgments which they are making in their design and grading of tests. Were they to do this, then they could be held accountable for the value judgments they make. Perhaps this is why they continue to try to appear to be behaving objectively!
