Exclusive experts in techniques and instrumentation are by training and indoctrination completely disqualified to serve as experts in the evaluation of ideals and goals in terms of transcendent criteria related to questions of ultimate integrity. They rarely question ideals, goals or purposes. Each ideal, goal and purpose is to them a means of celebrating the values of their techniques and instruments. By specialized training they have learned to make means into ends which are to be served through the means of distorting other people's ideals, goals and purposes. Technocrats serve their techniques and instruments by modifying other people's ideals, goals and purposes to make worshipped techniques and instruments more essential and powerful. The roles of means and ends are reversed---in order to serve the means without respect for the ways in which the means as used undermine personal and communal integrity. The above is illustrated by arms races seeking to achieve security in spite of the fact that all defensive techniques reduce people's freedom to be vulnerable---the freedom which is the essence of security. Medical technocrats have too often celebrated their technologies rather than life, in how they have treated terminally ill patients. Lawyers have celebrated legal complexities and high incomes---rather than justice which promotes integrity.
