If this is true, there is a possible remedy. Good faculty members might teach students how to to evaluate faculty teaching. It should be possible to teach students how to tell the difference between helpful and unhelpful faculty members. Yet, perhaps there are people who contend that nobody can tell the difference between qualities of teaching; or perhaps they may contend that even if some people can tell the difference, there is no teacher so able as to teach students how to tell the difference. It may be that there is a correlation between these beliefs and personal self interest on the part of those holding these beliefs. The intrusion of persons who are not members of a class into a class for the purpose of making a formal evaluation of a teacher's effectiveness is an intrusion which changes that which is to be evaluated. Only those persons who are normally present during teaching are in an unbiased position to evaluate the effectiveness of teaching. In terms of the politics of the situation, only those whose welfare is at stake are in the proper position to decide whether or not they are properly being served. Paternalistic evaluations on their behalf should be suspect---no matter how benevolent the paternalistic authority/expert. The problem with student evaluations is that students may not have internalized the same values and may not be operating in terms of the same value system as the teachers who are to be subjected to evaluation. The teachers may not have been successful in teaching values and a system of enforcing those values. Teachers do not want to be subjected to evaluations in terms of students' values which may be in conflict with their own values. Thus teachers tend to be suspicious of students' technical competence to evaluate teaching---to cover teachers' suspicions about students' values. Teachers are in the business of selling instructional services. They need to respect the preferences of their potential customers if they want to sell their ideas and values effectively.
