Rarely do educational personnel seek to improve educational programs by seeking to change: (1) teachers through replacement, (2) teachers through personal growth, (3) administrators through replacement, (4) administrators through personal growth, (5) academic political power structures and procedures, (6) academic judicial appeal procedures, (7) relationships between participants in the educational endeavors. The popular kinds of changes are popular because they permit the powerful people to stay the same---while changing non-personal realities which do not resist change or replacement. The powerful educators are relatively un- threatened by changes of the popular type. The changes of the popular type do little to improve education. The unpopular kinds of changes are unpopular because they very profoundly threaten the powerful educators--- threatening them with replacement or fundamental personal growth. The unpopular kinds of changes would, in a fundamental way, help to improve educational programs by dealing with the central realities of education---the participants and the relationships between the participants. Educational reform which leaves the powerful educators untouched---are educational reforms without substance. If the reformers are unchallenged by the reforms which they propose, then ask if the reforms will be of any consequence. Reformers who evade challenge are pretending that they are reformers. At some deep level students recognize that pretense and become cynical. They are taught that even the most creative of the educational leaders cannot be honest and open with their students. Cynicism is a natural response. Teachers who presume to remain unchanged by the educational process which is supposed to transform their students---are teachers who are not involved in any meaningful educational process. Changing educational personnel is an essential aspect of any educational reform dominated by such unchanging teachers.
