Even unanimous agreement that the specified conditions be met is not enough to fulfill them. Some process must be developed through which the conditions can be met. Agreeing that a bridge should exist across a river does not put the bridge in place. The process of constructing the proper bridge in the proper place is an essential part of fulfilling the specified conditions. The process of decision making is in some ways like building the bridge over the river. Demands that fair decisions be made will not occasion fair decisions in the absence of a process which is of such a nature as to occasion fair decisions. It is futile to lecture people to fulfill their responsibility to be fair, in the absence of a process which encourages them to be fair; just as it is futile to lecture people to place a bridge over the river. The person who provides the appropriate process is often far more helpful than the person who delivers the ringing speech presenting the demands that specified conditions be met. The speech will not occasion the fulfillment. Yet, in some instances the appropriate process will naturally promote the fulfillment of the conditions it was designed to fulfill. The democratic process is something quite different than the set of decisions it is designed to promote. There are other ways of achieving the same set of decisions--but such achievements are not democratic and do not fulfill the conditions which the democratic process fulfills when it arrives at the same decisions. It is thus essential to recognize the important independent role of a political process. Priority setting is one of the most important of political processes. It is futile to tell small groups of empowered political leaders to set priorities in accordance with the will of the large numbers of people who elected the few political leaders--without at the same time providing the leaders with information about what the priorities of the electorate is.
