They would make appeals to academic freedom, freedoms of communication, and the value of the search for truth. They would evidence a conviction that nothing should stand in the way of pure research--unless the activities involved in the pure research directly threatened the safety of citizens. Such scientists and scholars are often the victims of collusions, emotional immaturity, communication blockages, muscle-bound specialization, etc.---which inhibit meaningful research far more terribly than any form of overt inhibition they know of. Many times the technical and resource-limitation problems are secondary inhibitions in comparison to the non-technical and affective inhibitions which are not recognized as being operative. The research machine may not be making progress because it is tethered to a fixed position by non-technical inhibitors---as a car might be tied to a gigantic stake in the ground by a very strong cable. In such situations more power will not promote progress; it will promote going in circles in more complex machines. Progress will be promoted by transcending the inhibitions of collusions, emotional immaturity, communication blockages, muscle- bound specialization, etc. Special interest groups will oppose such transcendence, as will internalized perspectives' representatives of those interest groups-- making transcendence an emotionally demanding process, which most people would prefer not to experience. Because scholarship and scientific research are directed by affective/subjective considerations---they should be evaluated in non-technical terms; rather than in exclusively technical terms. Wise decisions can not be made in terms of exclusively technical considerations. Few people in power in a technocratic society are fully aware of this fact. (c) 2005 by Paul A.
