For the most part the educational establishment packages certifications of competence with educational services. Business would be reduced if students who were already competent in a certain area were not required to take a course of study to gain a certification of competence. This pattern is beginning to change with the advent of "university with-out walls" and "credit by examination" programs. There remains the difficult problem posed by the non- conventional student. Despite many efforts, students remain unique and expect to be treated as real persons. There continue to be problems with real students who refuse to fit into standard programs and expect to be free to choose their individuality within liberal arts programs. Some would suggest that such students should be trained to compete in the real world of standardized procedures and stiff competition. It is traditional for institutions to package declarations of competence and ask students to take the courses and/or tests which correspond to them. Might it be more helpful to seek occasions on which students might be invited to take the initiative in making the declaration of competence, and then the institution play the role of constructive critic of that declaration of competence? In this way a new way may evolve which involves the student and institutional representatives in authentic meeting regarding the educational process, and what each can do to improve it. At the same time the institution would be able to certify the degree of validity to the student's declaration of competence. Such a channel of communication would transmit far more useful information than can the traditional computer processed single-letter-grade technique. Mutual evaluation would take place in the context of open and honest dialogue which transcends the techniques of the technocrat. Real students would remain free to choose to be real students- --with a real chance of becoming liberated through education. The use of student initiated declarations of competence would contribute positively to solving the conflict of interest present in the tension between education and certification. (c) 1999 by Paul A.
