     Whenever  there  is alienation involved in a  Dilemma
which is seen as a Technical-Problem --- it is tempting to
search  for some Technical-Means by which to "solve"   the
Perceived-Problem.

     Usually  such  Technical-Means  are  Alienative-Means
which make the Dliemma Worse, a more Difficult-Dilemma To-
Resolve;    i.e.,   the  embedded  Conflicts  become  more
Difficult-Conflicts To-Resolve.

     Conflicts  Between-Among Ideals/Values/Principles are
not Technical-Problems.   They are Reflexive-Dilemmas, not
Objective-Problems.

     When  we  have  a  Technical-Problem there  is  wide-
spread-agreement  upon the goal,  the  kind-of-engineering
which  is  needed,    who  is to benefit,   and  who  will
ultimately bear-the-costs.

     In  the absence of such a  wide-spread-agreement   on
those basic questions  ---   we  have  a Reflexive-Dilemma
which calls for  Humane-Procedure  which  are essential in
Honest-Conflict-Resolutions.

     Conflict-Resolutions are possible only when there are
present Many-and-Diverse   Essentials   for  Personal-and-
Communal Integrities such as:

     Diplomacy             Hospitality         Civility

     Gentleness            Patience            Kindness

     Honesty               Balance             Mutuality

     Generosity            Sharing             Sanctuaries

     Forbearance           Tolerance           Listening

     Dialogue              Understanding       Sympathy

     Empathy               Humility            Meekness

                         and many more.

     Technocrats  are  likely to  Think-in-terms-of-Tools;
rather than in terms of the above essentials.  Their-Tools
are  likely to be Manipulative-Tools rather than Tools-to-
Facilitate-and-Promote Open-and-Honest Authentic-Dialogue.

     The  absence  of just one  of  the  above  Essential-
Virtues can undermine Attempts-to-Facilitate-and-Encourage
Conflict-Resolution.    Be-Aware and Beware.      Prepare!

     Technocrats are known by the Manipulative-Tools which
they   are  Experts-in-Using  and  Proud-to-be-able-to-Use
wherever  they might work.   Given a Dilemma a  Technocrat
looks for Manipulative-Tools-to-Use.  Technocrats look for
problems  which can be addressed with  Manipulative-Tools;
and  have difficulty distinguishing BETWEEN Problems which
call for Manipulative-Tools  AND  Dilemmas  which call for
Peacemakers/Diplomats  who  are incarnations of the  above
noted virtues associated with Shalom.
