     Incoherence  and  lack of integrity exist at  various
levels;    all  the  way  from  blatantly  making   public
statements which are obviously false, to failing to defend
vulnerable   people   whose  civil  liberties  are   being
threatened in very nice and polite ways.                  
                                                          
     Incoherence  and  lack  of  integrity  exist  in  the
hidden recesses of isolated individuals' private thoughts;
and  in  the    structures    of    public    laws     and
governmental administrations.                             
                                                          
     We  need  to  take note of examples  of  incoherence,
lacks   in integrity and dishonesty,  and where each falls
in the following spectrums:                               
                                                          
     1.  Communal versus individual                       
                                                          
     2.  Official versus informal                         
                                                          
     3.  Conscious versus subconscious                    
                                                          
     4.  Public versus private                            
                                                          
     5.  Overt versus tacit                               
                                                          
     6.  Defended versus merely tolerated                 
                                                          
     7.  Clear versus confused                            
                                                          
     8.  Rewarded versus punished                         
                                                          
     9.  Ignored versus publicized                        
                                                          
     10.  Studied versus ignored                          
                                                          
     11.  Embedded in fiction versus in daily news
