system of rules, regulations, commandments,  prohibitions,
prescriptions and formulas ---  can be used to promote the
development  and  maintenance  of  a  COHERENT  and   well
integrated community?   On what basis?   On what authority
and to whose advantage?   At whose cost?                  
                                                          
     Can rules,  regulations, commandments,  prohibitions,
prescriptions and formulas which are arbitrary, capricious
and unrelated to human perceptions and experiences  --- be
the  wise and prudent basis for coherent  and  integrative
living and leadership?   On what basis?  On what authority
and to whose advantage?   At whose cost?                  
                                                          
     Can rules,  regulations, commandments,  prohibitions,
prescriptions and formulas which are rooted primarily  (if
not   exclusively)    in  ancient   times,    places   and
circumstances  --- be  the  wise  and  prudent  basis  for
coherent   and  integrative  living  and   leadership   in
revolutionary  modern  times?    On what basis?   On  what
