     In   many  National  Parks  and  National   Monuments               
prudence   has  led managers to put  up   guard-rails  and                                                                     
paths to guide visitors in ways which reduce risks  to the      
personal  integrity of visitors and to reduce risks to the                                                                 
integrity    of   the   National   Parks   and    National                                                                   
Monuments.    In a similar  way we will all be prudent  to      
articulate guide-lines and guard-rails to  guide  visitors                                                                     
who are passing through  our communities during their time                                
on  planet earth.   Such guides-lines and guard-rails  are                                                                     
best regarded as such;  rather than as coercive: mandates,                                 
prescriptions,    commandments,    demands, proscriptions,                                                                     
taboos, etc.  If we are prudent we will beware of what the                                                                     
following  words point to---in the sense of being-aware of                                                             
them  and  seeking to show extra caution with  respect  to
