     When and where there are few people who are dedicated                                                                    
to the exchange  of  liberating gifts of the freedom to be                                                                     
safely  vulnerable in open and honest dialogue ---   there                                                                  
are many people who are preoccupied with issues of control               
which    focus   attention   upon   the   management    of                                                                     
vulnerability   on  the  part  of  of  children,    women,                                                                     
minorities and other poor people.                                                               
                                                                                                                               
     In  the healthy communities people are interested  in                      
and   dedicated    to    promoting   both   personal   and                                                                 
communal  integrity.        In  the described   situations                                                                
people    are interested in and dedicated to the  "proper"                      
management  of  vulnerability  ---   usually with  special                                                                     
interests   being focused  upon invulnerability  for  self                      
and  special friends within   exclusive   groups;      and                       
upon   the   points   of vulnerability  of  those who  are                                                                     
excluded.                       
                                                                                                                               
     Peacemaking,    shalom,   tranquility,    relaxation,                                                                     
reconciliation,    cooperation,   personal  integrity  and                                                                 
communal integrity are common in healthy communities.                                                                
                                                                                                                               
     Preparations for war, conflict, contentious contests,                
self-righteousness,    arrogance,  legalisms,   judgments,       
condemnations, punishments, ex-communications, alienations                                        
and    strained   relationships   are   common   in    the                                                              
absence  of  liberating gifts of the freedom to be  safely                                                                     
vulnerable.
