     In  some  instances  major local  conflicts  among or
within nations  are manifestations of conflicts  which are
global in  nature.   The local conflict is  just  the most
obvious indication of the existence of the global conflict
which is  for the most part hidden.  The local conflict in
the  former  Yugoslavia  is a case in  point.   The  local
conflict is of  course rooted in centuries of history  and
and  burned  into the minds,  hearts,  and stories  of the
people of what was Yugoslavia.  The local conflict is also
rooted   in   the  current  behavior  of  nations   around
Yugoslavia which have manufactured,  transported,   and/or
supplied  the  weapons  of war for a variety  of  reasons:
business  profit,   psychological support  of  combatants,
political alliances with combatants,  religious  sympathy,
and  ad-hoc joining of forces for a-rational reasons.  The
current local conflict will not be resolved without in one
way or another dealing with the roles which nations/people
outside of Yugoslavia play in encouraging the continuation
of the local conflict.

     In addition  to   the above kinds of  support for the
local  conflict   there  is  a far more  fundamental   and
pervasive  level  of  support  for  continuing  the  local
conflict  in  the fact  that  the powerful peoples of  the
world  support the idea  of  using violence and threats of
violence  as   means for  achieving  security.    Yet  the
reality   is   that   true security is the freedom  to  be
safely  vulnerable,    and that true security is a   gift,
not an achievement of any kind.  So long  as  the powerful
people  of the world do not  have this sense of what  true
security is,   and do not give  it; so long will conflicts
like   the  tragic  conflict  in   the  former  Yugoslavia
explode  from  time  to  time,   and their  disintegrative
consequences  will  echo down through endless  generations
of    people  who  do   not    sympathetically  understand
each    other's   personal   and   communal     histories,
experiences,   languages,   needs,  desires,  hopes,   and
aspirations---and  so  do  not  understand  each   other's
