     Many  symbols  are  neutral  signs  to  which  people
assign meaning,   often potent meaning;  as in the case of
national flags and all that they evoke.

     Other  symbols  are   actions  which  are  not  of  a
neutral character,   and  to which people assign  meaning,
often  potent   meaning;    as  in the case  of   drinking
alcoholic beverages, sexual advances, and racing.

     The  meanings which people assign to symbolic actions
are not always congruent with the natural consequences  of
the actions;   they are often arbitrary symbolic  meanings
which  are   in some sense contrary to the nature of   the
natural  consequences  of the action.   In such  instances
there  is   a  lack of integrity in  the  community  which
accepts and lives with  the conventional symbolic  meaning
of  the action.   We need  to  strive  for  integrity   in
