%TECHNIQUE PRIMARY PURPOSE SELF SATISFACTION RELATE 900222

     Whenever   we  enter  into  the  use  of   techniques
primarily  for  the purpose of self satisfaction,  we  are
likely  to ignore the fact that real satisfaction  entails
open and honest dialogue with other persons as persons.

     Whenever   we  enter  into  the  use  of   techniques
primarily  for the purpose of self satisfaction,   we  are
likely   to   regard   persons  as   objects   which   may
appropriately be manipulated through the use of techniques
chosen to achieve our self satisfaction. Such technocratic
procedures  lead to personal alienation;  and to  personal
and communal disintegration and frustration.

     Technocrats  are people who are preoccupied with  the
use  of  techniques  without appropriate  regard  for  the
honesty/quality of their personal relationships with other
persons  as persons;  in contrast to the success of  their
relationships  with other persons as objects of  technical
manipulations.

     The  essence of the technocracies which are built  by
technocrats  has more to do with the spirit in which  they
approach  their  use of technical procedures  and  people,
than   it   does  with  the   technical   competence   and
sophistication  of the technocrats.  Technocrats may  have
little   technical   knowledge,   skill   or   competency.
Technocrats  are trapped in a set of attitudes;  habits of
mind  and  heart.   They  are  addicted  to  the  use   of
manipulative    techniques   regardless   of   what   such
manipulations do to the quality/honesty of their  personal
relationships. They are primarily concerned with trying to
achieve their own self satisfaction through their narrowly
focused use of technologies.

     Technocrats   are  not  well  suited  to   meaningful
communal  cooperation  with  other  persons  as   persons;
because   they   show   too   little   concern   for   the
quality/honesty  of  their dialogue with other persons  as
persons.   For  this reason technocrats are not  effective
leaders  in efforts to resolve communal dilemmas  in  wise
ways.   Technocrats  are  less  interested  in   resolving
dilemmas  to the satisfaction of other persons as persons,
than they are in using their techniques and other  persons
to  achieve  their individually  chosen  goals.   Communal
integrity is not a primary concern of technocrats,  and as
a  result  they contribute little  to  promoting  personal
