In the presence of Domineering-Bullies it is often hard to
clearly  define what rights each person can be  reasonably
guaranteed --- for the following reasons:

 1.  Domineering-Bullies   claim   that   they   must   be
invulnerable  to any costs --- due to other  people having
any rights; that Their-Rights Must-Be-Without-Limits.   So
it is prudent to honor the principle that Every-Person, in
spite of Domineering-Bullies, Should-Have Equal-Rights.  A
person's  rights  end ---  where  they infringe on another
person's Equal-Rights.

 2.  Domineering-Bullies  will  claim that they must  have
the  right  to be Free-of-Fears and  that  Other-People's-
Actions will Greatly-Harm-Them;  even if they have not yet
actually  Harmed-Them.   Domineering-Bullies  insist  that
others not be permitted to do anything which will engender
in  the  Domineering-Bullies Fears-of-Future-Harm ---   as
defined   by  Domineering-Bullies.    What  then  is   the
community to do about Mentally-Ill-People who are Paranoid
and/or  Compulsive-Complainers?    Are such people  to  be
given  the  right  to  control  other  people's  behaviors
without limit ---  so that they can calm the Anxieties  of
Mentally-Ill-Domineering-Bullies?    Who is to assess  the
probability   of   future   fear   harm?     Mentally-Ill-
Domineering-Bullies?     Who  else  then  could  have  any
rights?

 3.  People  who  are  inadequately  educated  about   the
Reliable-Patterns    of   cause-and-effect   within    the
Objective, Subjective and Reflexive worlds of Natural, Un-
Natural,   Environmental,  Scientific,  Controllable,  Un-
Controllable  and  other  RELATIONSHIPS  ---   are  in  no
position to act  as Fair-and-Just-judges of the Fears-and-
Anxieties  of  Mentally-Ill Domineering-Bullies  ---   who
insist on being  Guaranteed-Freedom-from-Fears-&-Anxieties
of  their  own Life-Styles ---  without  constraints  upon
their own Life-Styles.

 4.  The  higher  the levels of technologies,  power,  and
concentrations of energies and wealth are ---  the greater
are the  risks  that   Things-Will-Go-Terribly-Bad  as  in
fulfilling the   Tragic-Potentials   of  Mutually-Assured-
Global-Destruction  in  the  Unimaginable-Destructions  of
Nuclear-War  where any nation has a credible  first-strike
capability  and  is willing to exercise it in the face  of
great fears on the part of Domineering-Bullies.
