So long as they are communicated in non-explicit ways they can be denied. The pretense can be maintained that there were no such communications---because there is no objective evidence of them; even though there were subtle non-objective ways in which the commands, expectations, coercion and violence were communicated. When we are confronted with tacit commands, expectations, coercion and violence it is often possible to respond to them in creative ways which are not overtly confrontational; but are rather tacit. We may creatively pretend that the tacit commands, expectations, coercion and violence are not present, and are of no consequence. Then if those who have communicated them wish them to be effective with us---they may find that they have to unmask them and communicate them overtly---and stand the risk of being held accountable.
