An action is taken by the assembly when a majority of those who participate say YES or YEA. There are a number of weaknesses in the traditional parliamentary way of framing questions and voting upon them: 1. The traditional way does not encourage people to COMPARE many alternatives. 2. The traditional way does not ask participants to RANK ORDER the alternatives in the order they should be focused upon, in order of priority. 3. It is difficult under the traditional rules to DISCUSS the RELATIVE MERITS of a significant number of alternatives. 4. Participants are not asked to vote in a way which lets them indicate how they as individuals would rank order the alternatives in regards to relative merit for adoption or rejection. 5. Participants are not asked to to clearly assess the propriety of asking the question which is put before the assembly, and to vote accordingly. In the traditional parliamentary rules the meaning of ABSTAIN is not clearly defined so as to distinguish between two cases: Case A: Exists when the choice between supporting the proposition and opposing the proposition is a clear choice which entails no false assumptions, fuzzy logic, confusion, or dis-integrative ideals/values. YES: To support the recommendation made. Abstain: To equivocate because there is no compelling reason for choosing YES or NO. NO: To oppose the recommendation made. Case B: False assumptions, fuzzy logic, confusion and/or dis-integrative ideals/values are present in the framing of the question which is to be voted on. The question needs to be re-framed, re-stated, re-formulated or in some other way revised to eliminate false assumptions, fuzzy logic, confusion and/or dis-integrative ideals/values.
