The dilemma is that the crimes are reflexive in nature on the part of victims, perpetrators, and society---and so the question of prevention cannot be studied scientifically with objectivity, even if there were a desire to do so, which there rarely is. People do not want to study the effectiveness of extreme forms of punishment, because the imposition of extreme forms of punishment is not motivated by open and honest technical considerations; but rather by reflexive collusive considerations relating to addictive attempts to be in control, get revenge, express anger, etc. The notion that there are beneficial effects of imposing extreme forms of punishment is a false myth which is maintained to conceal the real motives which are buried in collusive games of mutual self deception. Extreme forms of punishment virtually always entail legalism, judgmentalism, condemnation, excommunication and alienation; all of which tend to create contexts which are conducive to additional crime. Separating criminals from potential victims to reduce the probability of additional victimization (while an effort is made to rehabilitate the criminals in keeping with an integrative paradigm) is a reasonable response to criminal activity---but is not in keeping with the pseudo- theory of extreme forms of punishment.
