Thus we come to believe that we cannot do anything about our attitudes, beliefs, thoughts, perceptions and how we spend our time in relation to problems and dilemmas where we are technically impotent. In such situations the difference between technical impotence, and failing/refusing to desire to make a difference---is an obscure difference, if it is a difference at all. We can desire to make a difference and will to make a difference only to the extent that we believe that we can make a difference. We may avoid the difficulties of conflict among possibilities in the midst of dilemmas and problems by believing that all that we can do to make a difference is dependent upon what are the possible TECHNICAL responses over which we can have significant control. Thus limiting our attention to such technical responses reduces our burden of responsibility, and so we respond to other people in purely technical ways, and we become technocrats who are unresponsive to people as people, and whose identity is defined purely by technical considerations. Technocrats do not believe that they can make a difference in any but technical ways; so they do not pay attention to the ways in which non-technical relationships define who they are and what kinds of non- technical powers they have to use in responding to the situations, problems and dilemmas of their lives. They do not seek to make a difference in how they approach other people, whom they approach, and how they enter into and depart from personal relationships which conceive their identity. Thus technocrats live lives which are dominated by addictions, codependencies and collusive games of mutual self manipulation and mutual self deception. Technical responses are manipulative. Technical responses do not lead to healthy personal relationships if the responses are compulsively technical in ways which exclude healthy considerations of the nature and dynamics of healthy/diseased relationships.
