     We  can be responsible to dead people to  the  extent
that  we can  be responsive to them;   for  responsibility
has to  do with being responsive.

     Elected officials are held responsible when  citizens
insist  on   them   responding  to  their   questions  and
requests.   Irresponsible  officials work in secret and/or
refuse  to respond to citizens' questions and requests.

     Responsibility   does  not  have to do   with   never
making  mistakes;     it   has  to  do   with   responding
honestly  to questions about mistake made,  and about what
was   learned  from making the  mistakes.    Irresponsible
officials  do  not learn from their mistakes,  and  repeat
their mistakes.

     People   who  feel  that they must be responsible  to
dead  people  usually have some tacit,   covert,   hidden,
secret,   or  otherwise not open and honest conception  of
what  they must do.    Their  sense  of  responsibility is
a   mask  for  a compulsion which is not open and  honest.
Their   perverted sense  of  responsibility does not  have
to  do  with  being responsive;  but with fulfilling  some
compulsion  which they cannot examine openly and  honestly
