     Unbalance   public   support  of   narrow   unbalance
specialists  is  a threat to both  personal  and  communal
integrity.

     Unbalanced specialists have no guaranteed right to be
able  to  cause  the expenditure of public  tax  money  to
become unbalanced by virtue of their getting an  endlessly
increasing fraction of the public funds to engage in their
own unbalanced activities.

     The  specialized activities of specialists are  often
unbalanced  in  spite  of the fact that  highly  respected
specialists are viewed as essential to the public welfare.
The  respect  which unbalanced specialists enjoy is  often
but an echo of their own unbalanced sense of  perspective.
Many  times unbalanced specialists seduce the public  into
participating  in  their unbalanced games of  mutual  self
deception.   Generous  funding  elicits  respect  and  the
opportunity  to solicit additional generous funding in  an
exponential  growth process which is insensitive  to  non-
objective issues of personal and communal integrity.

     It  is  important  to  shift the  basis  of  respect,
support and funding away from disintegrative criteria  and
towards   careful  consideration  of   the   non-objective
implications  regarding  personal and communal  integrity,
with  due  regard for balance as well as  for  competence.
There  are always dangers in generously supporting  highly
competent   specialists  who  are  lacking   in   personal
